Yes, if the tasks are not personal care activities. A state program administrator clarified that if QSP’s are completing tasks that are not personal care such as “supervision, observation, companionship or sleeping”, then they can charge a lesser fee. However, if the QSP is doing personal care tasks or homemaking, they must charge privately what they charge Medical Services. Cuing to complete a task is a personal care activity.
Therefore, a QSP may bill at a lesser rate when completing tasks that are not personal care.
